Yes.. they expected Wii Fit and Mario Kart Wii-like numbers but the thing about Animal Crossing is that it's not that big outside of Japan.  The DS version may be huge in Japan but the anime series and overall tone and artstyle of the game helps with its Japanese appeal.  That and the fact that Japan supports the DS more than any relevant platform today and of course you're going to be largely disappointed with the acceptance of the Wii version.

Considering the PS3's install base of ~25 million worldwide, there's no reason why 4 million units sold should be considered a failure.
