I'd do this too. Then I'd ban people who made duplicate threads. After that, I'd move on to everyone who ever made a thread in Off-Topic. Then, everyone who's ever posted in Off-Topic. People who ever clicked on the Off-Topic forum, even by mistake, would follow.
