For the 2nd part: that made no sense, why would Rockstar care so much about Sony, or ANY company for that matter- they don't work for Sony you know.

 

Yes it is cheaper, but Sony and Rockstar have always been close business partners. The only reason xbox got GTA4 was because MS threw a bunch of money at them. You make more money when it's multiplat, but development time and costs go way down when only developing for one console.

Someone else also mentioned that R* wants to keep up with the times and have one huge world on 1 disc.

It is, of course, true that Microsoft paid for the game to go multiplat. But now that they have, Rockstar have seen the benefits of GTA being a day and date multiplat, and they're not going to go back to exclusivity with GTA.
