I don't want to sound like an idiot but, if money is an issue and you don't have an intention of playing online, would pirating be the best option. I know its killing the industry and all etc etc. From a personal view for what you want its probably the best option.

just because you are less fortunate does not mean he is privelaged to posses and get entertainment value from other people's hard work. If you want to consider the less fortunate people, why don't you donate a little money so he can buy something legally. I'm sure he'll set up a paypal account if you really want to donate money to him.
