We'll never know, but I'm going to say it depends on how long they bundle GT:PSP with the Go. GT:PSP has the advantage though. Forza 2 was bundled to reach 4m, and while I think Forza 3 will do significantly better than 2 I doubt it will really take off due to the lack of support in Japan and Others.
