No, they weren't useless. They come in hilariously overleveled, so if you don't BEXP the weak Beorc, you can BEXP the herons. A level 30 heron fills the gauge, and keeps 2-3 Laguz active in a battle. Considering you'll hardly ever access more than that, that's enough. If you don't feel like that, you can use an entire 8pack of Olivigrass a map, and still use less money than a Beorc. They're not useless at all, except that a few are in the endgame. And Volug had a skill that made his stats multiply by 1.5, rather than 2, but always enable him to halfshift. He didn't act as a Royal.

I understand that he was weaker in his changed form, but the point is that he could stay that way, and was still much more powerful than most members of the Dawn Brigade at the time. Later in the game that put him at a disadvantage, but for his time to shine, he was like a royal in that respect. As long as you didn't pitch him against a fire mage, he was more or less unstoppable.
