Since it's all about pure graphics, I would give the nod to Gears.
Textures and Lighting in Gears2 is amazing. And the games scale is pretty impressive.
MGS4 is on a pretty big scale as well, but there's just not that much intense action going on, sure there's gunshots and soldiers dying all around you but it's just not as intense as gears. I'd say MGS4 wins in Character Models, though.
