There is NO REASON why the RBN can't work on Wii.

Nintendo doesn't allow game patching unless the game is completely broken without it (like that terrible Tomb Raider Underworld glitch that didn't let some people beat the game). What you're suggesting would still be a patch. Just because it isn't automatically downloaded doesn't mean it wouldn't be a patch.

Why doesn't Harmonix send the necessary stuff out on disc if owners of the game send in proof of purchase or something or issue an ultimatum to Nintendo to let them patch it.

It's not about letting anyone do anything. Unless a Wii game is expressly programmed to be patchable, the game is not patchable. Basically, you have to see the possibility of patching ahead of time. Wii's BIOS makes it impossible for patches to work.
