 Not really. There are 27+ major regions or countries the PS3 is shipped to. If you, lets say, ship 200k to each area that amount would equal to 5.4 million consoles. Granted they might not sell out at every area and there is a high chance that retailers will not order more if the unit is not selling (the onus of storage falls on the retailers). Chances are all this means is that there really are 3 million PS3's sitting on shelves while in certain area's the system is moving.
