Attachments or peripherals yes... but not controllers. A controller has to be able to work on it's own.
Wii remote, Balance Board and arguably the Classic controller (it only relies on the remote for power) are controllers.
Nunchuck, WM+ are not.

Even so, the attach ratio for controllers is probably higher than any previous console yes, but I doubt it is higher than the ratio for games (though it could be true for attachements/peripherals depending on if you add plastic shells) The game ratio is 7.3 games per console (going by shipped figures) Even if every single Wii owner has 4 Wii remotes, we know less than half have a balance board, so that makes it 4.5, and I highly doubt the Classic controller ratio even is much higher than 0.5 per Wii owner.
I believe I shall do some guesswork (just for fun, this is no longer part of my reply to anyone in particular)

So for the proper controllers the ratio is probably about, or less than 4 per console... including nunchuck/guitar etc it is probably still only about 6 per console (still less than the number of games)
Obviously all these are rough guesses, so feel free to disagree with me on remote/nunchuck ratios... but I don't think I will be far off.
