Not quite true. While DPL2 will "decode" any stereo signal. However, with a pure stereo signal you don't really know what will come out of each speaker. If you use some matrix encoding, you can make a signal that acts just like a normal stereo signal on a stereo device (like your TV) but you can control where each "sound" will be played when properly decoded on a 5.1 system.
So, a stereo signal may have the voice come out the back speakers even if you don't want it to. However, a properly encoded DPL2 signal will only have the voice come out the center channel.
