No, it's not.
It got delayed because they couldn't get the game done in time.
Brawl is probably the number one anticipated title of 2007, pretty much tying with Super Mario Galaxy. They pissed off a ton of people by delaying it, but not too badly because it's only a couple months.
They gave us a SPECIFIC date earlier this year, and Reggie promised us "not next year, not next spring," but December 3rd of this year. They were completely planning on releasing it this year...it just fell behind, that's all.

Bet with disolitude: Left4Dead will have a higher Metacritic rating than Project Origin, 3 months after the second game's release. (hasn't been 3 months but it looks like I won :-p )
