Link has always been a man as effeminate as elves are. I would go further into detail on the differences but I'd probably go too far and make a lot of people ill :x

Yes, he's always been rather effeminate, and woman dressing up as an effeminate man really isn't that much like cross dressing in my mind.  It's like if a guy dressed up as a butch lesbian, technically it would be cross dressing but it really isn't all that out of the ordinary from regular dress for their sex.
