Because it was launched 1.5 years behind the X360 in Europe, and a very high proportion of those PS3s in France are sold in 2008. And the newer a console is, the more eager it's users are to buy software for it.
Second of all the PS3 isn't smaller than the X360 in France, they're about equal (I think PS3 has actually sold 80,000 consoles more, but that's negligible).
The difference between the PS3 and X360 software sales is still bigger than expected though. Perhaps the rest is explained by piracy on the X360 in Europe (at least here in Sweden there's TONS of modded X360s).
