It did, actually. It's shipped 10.68 million copies worldwide, and I doubt that more than 680,000 copies of a four and a half year old PS2 game are still on store shelves.

6,280 + 2,970 + 170 + 1,260 = 10,680 = 10.68 milllion. VGC has it undertracked.
GT2 is the only full Gran Turismo which has not sold 10 million.
3,680 + 3,960 + 20 + 1710 = 9,370 = 9.37 million, so we are spot on on that one (mainly because we are using shipped data from PD 
)
