If anything, VC should be strongest in Japan. Just remember those:
In Japan alone, Nintendo sold 5 million of these NES rereleases on GBA, at full price!
But back to the total numbers: I guess there will be a few people buying a lot of VC titles, some people buying some VC titles, and a lot of people buying no VC titles at all. Heck, many people won't even go online. Even the 360 only has an online penetration of only 60 %, right? 6 out of 10 million 360 owners are on Live (Silver or Gold). Wii online penetration will be lower.
It depends on how they book it. It might be that they don't book the revenue until you've bought the game. Nevertheless those cards are good for them. They save money on credit card transaction costs.
Hardcore gaming is a bubble economy blown up by Microsoft's $7 $6 billion losses.
