Any way you look at it, Tales of Symphonia DotNW was a much more successful game than Tales of Vesperia.

Sales - Development/Promotion = Profit

Both were excellent games, but Vesperia was disappointing saleswise. Maybe it will sell well on its PS3 version in Japan.
