I don't see the problem here. Valve is still first and foremost a PC developer, and has a heavily vested interest in that platform.

Valve has realized that porting their games to the x360 simply makes good business sense. It's similar enough to the PC to make porting relatively easy, and pushes enough software to make their minimal porting effort worthwhile. I'd also expect there to be very little overlap between x360 and pc gamers, so Valve is reaching a large audience without going through the hassle of developing for the ps3. For Valve, the ps3 is neither easy to port to, nor does it push enough software for them to consider it worthwhile.
