If you think MGS3 was bad on that point, stay the hell away from MGS4.
Honestly, the main draw of MGS is the story. There's also some stealth/camoflague gameplay that draws some in, but for me it was the story. I hated the story of MGS4, so for me the series ended with the best game in the series, MGS3.
But yeah, it's extremely cutscene-heavy.
