Perhaps they are anticipating big MS and Nintendo announcements, so considering they go last, this is to steal a bit of the impact those announcements from MS and Nintendo could have.
A little bit like the pre E3 announcement of the Motion Plus last year from Nintendo's side, just some damage control before it actually happens. Of course Sony will announce at least 1 new game, 100% sure.
