I don't think this speaks ill of their press conference. If there is something that requires this special attention, then it is probably for good. Remember that all the fees come out of Nintendo's pocket. So I doubt they will pay for the same thing twice. It may also be to try and generate interest for games in Japan.
Of course, it's only a rumor.
