It should look much better than that, I think, since Morrowind's a fairly old game at this point.
To be honest though, I not only doubt it will be an Elder Scrolls/Fallout title, I think it will be more in line with Battlespire or Redguard: a sidegame that's not a massive WRPG, since those types of games likely demand massive resources.
