It does say "other terrorist attacks throughout the world". I mean, they could probably list something pages long that they claim he did, but really they just listed what he did first, and then grouped the rest.
edit: i don't keep up with the who did what and consperiacy theories, but didn't he claim to be responsible for 9/11 terrorist attacks?
