I just read that article a moment ago.
The author is probably right - the post RE5 software quiet period in Japan is largely because Dragon Quest IX which is a guarenteed triple-platinum title at least - was supposed to debut in March, but instead it got delayed until July.
People are difficult to govern because they have too much knowledge.
