Why Nintendo hasn't mandated that online games use WiiSpeak

It is the same on the 360.  If more than one person is talking at the same time, it is very difficult to understand anything.  This problem isn't limited to online communication though.  The same problem exists in the real world.  If two or more people are talking at the exact same time, it is tough to understand either of them.
