Absolutely not. Microsoft paid for the downloadable content, I doubt they would be petty enough to moneyhat a Game of the Year edition.

And the sales gap isn't that much, less than 1.5 million. Considering CoD4's GoTY edition was on PS3 (I own it), and that sold 3 million less than the 360 version...
