The notion comes from the fact that there will always be two characters at once, and if the second player isn't controlled by a human then the AI steps in, much akin to RE5. And unfortunately, for all the added firepower that modern consoles have over their ancestors, developers have upped complexity much more than they have AI, so the computer remains as stupid as ever when trying to navigate what is (to it) a complex world.
I'll admit that I glazed over the sentence you bolded when I first posted, so it won't be as bad as RE5's is supposed to be. Nonetheless, I think you're misreading the sentence: it doesn't mean there's only one character that you can swap between, but that both characters are always active, and you can switch which one you're controlling with the push of a button, much like in the Lost Vikings games (or RE0).
While that IS better, because you can manually get your idiotic partner out of tight spots, it does still mean that you'll have to keep an eye on the computer the whole time. That annoys me because, again, apart from Civ IV I haven't played any recent games where the AI isn't pretty bad.
