They cannot Earthquake Sandslash when he is hiding in the ground from Dig.

Yeah, they can. It does double damage.

 

Did this change in later games?  I remember it would always miss.

If you said 'no' my answer would have been  "Well there you have it, Sandslash is so amazing even when underground he can avoid an earthquake"

Generation 1 - While the pokemon is underground, they can only be hit by Bide, Swift, and Transform

Generation 2 - While the pokemon is underground, they can be hit by Earthquake, Magitude, and Fissure for double damage. They may also be hit underground if previously targetted by Lock-On or Mindreader. Swift, Bide, and Transform no longer hit during the underground phase. They will be unaffected by Sandstorm.

Generation 4 - Same as Generation 2, power is changed from 60 to 80.
