Is it the actual computer or connection problems???, give symptoms

Internet is really really REALLY slow. Only the VGC logo appears when we go on this site. Then it fails and a window pops up saying trying to dial a connection. We do not have dial-up. We have a cable connection. Our house we live in wasn't even built with a phone line.
