Nintendo Channel includes a rating system, the people who have played a game can rate their games, give opinion on what kind of game is it, you enter your sex and age and channel users can check the opinions of people or look at opinions in different groups.
The quality control after the market crash, was one big reason for the industry to get back up. Basically the ones that crashed the industry were whining about the quality control.
No quality control doesn't necessarily mean shovelware. The thing is, that shovelware doesn't usually sell much, but then again, sales in tens of thousands propably is enough for the shovelware usually to turn profit. In order to make big bucks, you still need to make games with quality, with or without quality control and that's what competition causes and that's why PS2 got good games for example.
