There are several ways to take this
-- 1. NoA (Reggie) does not want to publish this game
-- 2. NCL (Japan) does not think the game will sell in the US and thus does not want to publish it in the US/NA
-- 3. KT and NCL disagree over who owns what -- and each side says it is the responsibility of the other
For a different take -- and one that makes it seem like (a) NOE is not releasing the game in that territory either and (b) there might be other parties involved (in other words, Nintendo sold off the publishing rights) see Spong:
