Yes, he is. He trolls the Wii userbase there every chance he gets. Here are a few of his other flamebait posts:
"So, How Many Wii Games Are Any Good?" - He never ran the PS3, 360 "Games-At-A-Glance" but jumped right on the Wii one. Edge gave a few reasons why the Wii average for games scoring an 85% or above is a bit slim, but Luke ignores that part of the article.
"How, Exactly, Do You Make a Big Selling Wii Game?" - He took the Reggie misquote and ran with it... very fast.
