This statement can really only be interpreted in one way. The total amount of 3rd party software sold on Wii is higher than the amount on 360 and PS3.
What makes this even more of an achievement is the fact that most of the big hits are not on Wii and Nintendo is also by far the biggest 1st party software seller, meaning that Wii owners buy loads of software.
The amount of games published in 2008 is a little bit higher on Wii than on 360/PS3, but in total the amount is lower than 360. So maybe the average sales per game are a little lower on Wii, but the spread is less skewed by big sellers like GTA4, MGS4 and Fallout 3.
