Moore's Law was originally just for cpu transistor count doubling every 24 months (http://www.intel.com/technology/mooreslaw/), however it's been adapted to describe many different areas of computer technology growth.
Sure, it's not a physical law. But my run-of-the-mill DSL line grew from 768k in 2001 to 6016k in 2006 (for a lower price), and right now I could upgrade to 16000k for free. That's factor 8 for 5 years or factor 20 for 6 years. Fits in with Moore's Law quite well.
Hardcore gaming is a bubble economy blown up by Microsoft's $7 $6 billion losses.
