@JRPG: There has been a motion controller for PS2 for more than a year now. In2Games introduced it for christmas market 2007.
The problem with "just bundling" the motion controller is, that the controller would need software support and games that would sell the controller. Random toned down Wii ports (although a lot of what we've seen so far wouldn't need much toning down) wouldn't sell systems for the reasons mentioned earlier. Unless the motion control has wide 1st party support, it doesn't have much chance to succeed, atleast in terms of wide adoption. It would need bundles and good games to support it.
The problem with releasing a peripheral is, that as a peripheral, it wouldn't be a standard controller when the devs wouldn't have much incentive to put out games for it. Releasing a new system with BC would make a lot more sense.
In the end, all the milking or new system releases that try to take advantage of Wii fail, if the philosophy behind the Wii can't be duplicated into the system. And even then Wii would still be the system with the brandname. The philosophy can't be emulated with any of the current systems and that's why Wii won't have a real competition this gen, even if Sony or M$ would try.
