Mirage retains the TMNT trademark and copyright, Lionsgate rights for home entertainment and CBS syndication. And surely Konami wants its share since it's their game.
Btw, from a 500 points game, 2,63€ goes for the publisher. 19% sales tax, and the 65/35 split (or was it 70/30) between publisher and Nintendo.
