I don't believe he ever said that, actually.
He said he wanted a small role in it, as a sort of supervisor, to correct things if he saw they were going wrong. He thinks that his team is experienced enough to make a game without too much of his help. Of course, he tried that with MGS4, and he ended up having to delay it seven months, and it still wasn't the way he wanted it (which surprises me, because it was awesome. It could have been more awesome).
He also said that he has a few ideas for the next game, and he doesn't want to use those, because then his role in the game development will be too large, but I think, with all due respect, he's being a drama queen, and he'll probably be just as involved in MGS5 as he was in MG-MGS4.
He'll definitely be involved somehow, even if it's just as a producer.
