have you played the wind waker?, you haven't right or you just play games and read no dialogue, hyrule is underwater, dead, never to return, thats the beauty of the wind waker, finding a new hyrule, their hyrule, not the old one.

you mean the islands, let me remember well, there are only 2 islands were humans have succesfully established themselves: dragon root island and the island were link lives, that world must have a population of 30 people, they can live of fish their whole life can they and they have to fullfil th ekings dying wish of finding the new hyrule.

 

it is never stated if the goddeses just flooded hyrule or if they also flooded the rest of the world, but it was inecesary to flood the whole world as the reason of flooding hyrule was to stop ganon and drow him with hyrule, so theres no need to flood the whole world
