He's saying that combos, and the ability to execute combos, aren't the be all, end all of fighting game skill. At least, that's the way I understood it.
The possibility to do an inescapable 24-hit, three-super combo off a crouching fierce is kind of a two-edged sword: While they certainly look impressive and take some ability to pull off, it can devolve the game into a "jab first or die"-contest of sorts.
