When it doesn't reach the 1M mark?

When it doesn't sell more than 1/20th of the system owner base?

When the devs don't get their money back?

When it doesn't reach expectations?

1) No, some game don´t need to sell a lot, but are still taken as succes. If I remember correctly, Galactic Civilization 2 haven´t 1 mil sales, but is still succes.

2) When you have exceptional HW sales, it would be pretty hard. When you have 100m DS, only games, which sold at least 5 mil are OK?

3) Definitely. Money rules. If dev didn´t their money back, it´s bad, really bad.

4) Internet expectation? Sometimes, it´s hard. Dev expectations? Yes, if dev thinks, that game sold too bad, it´s flop. But it´s again about money.

5) Even in genres, games aren´t same. 1 mil for Final Fantasy game is bad, but for Persona game, is pretty good. Again, it´s depends, how many cost the game.

For short, IMO money are reason No. 1.
