no it does not mean that nearly everyone went online, but it does means that there are as many online user accounts as people who bought the game.
I have 2 online user accounts (two people playing in the same house), so that means at least 1 person hasn't gone online. I'm sure the same scenario can be played out multiple times. However, I'm sure the online rate for LBP is higher than the average console online rate due to the nature of the game.
