Pikmin 2 is bigger, broader, less time-limited, more varied and on the whole the better game.
The original is more self-contained, the story makes sense and the gameplay is slightly simpler (though plenty tough enough given the time limits).
Because the gameplay mechanics and the general nature of the game are the same, either one of them will get you into the Pikmin universe. BUT there's a chance that if you get Pikmin 2 first you might find the original disappointing.
So I would suggest either:
1) start with the original, then get 2, OR
2) if - which is probably the sane option if there's a chance you'll only be getting one of them - you get 2 first, then set yourself challenges when you buy the original, otherwise it will seem too easy. Go for the 9-day challenge, which puts a whole extra layer of difficultyin.
