I just bought LBP for $20 (PAL VERSION, check the game page for a link to a thread with a link to where and details and itends in a couple weeks)
I only own Valkyria Chronicles.
I would say, buy VC, as it is an excellent game that brings some great gameplay mechanics that I've never seen before. A mix of SRPG and real time action game. Also, I'd pick this game up before you can't find it. Currently it sells for ~50 used, so it isn't dropping in value either. You'll always be able to get KZ2 and LBP later. You may not be able to say the same about VC.
