To be honest I'm a little bit surprised but not too much so. If it was the other way around then I definately would not of been surprised. PS3 doesn't sell as many games and Halo is, well Halo.
However lets not call Halo Wars a failure, it's still sold a lot of copies especially for a console RTS and I'm sure it's development cycle and costs are a hell of a lot lower than Killzone's.
