This is why police should have assault rifles with proper training that they can bring out in situations like this. I'm not for police carrying around assault rifles all the time as that is excessive, but in situations where a gunman is heavily armored, it would be very useful.
Also, I do know, If I had a gun and saw some idiot gunning people down and the police weren't there yet, I'd do my best to stop him. At worst I get killed and save someone else, at best you stop the rampage right then.
