So I presume Luxembourg is included in one of either Netherlands or Belgium.
Also the ratios for software and hardware are quite different between the two countries, Netherlands is less than 1.5* Belgium for software, but much more for hardware. So either games are more expensive in Belgium, hardware more expensive in Netherlands, or the Dutch buy more games per console than the Belgians.
Unless there is a further option involving what is constituted as "hardware"?
