yea, 20% is awfully low. I would suggest your friend make sure as few objects as possible are between the PS3 and the wireless unit. Also, if any metal objects are in between, then move those right away, as metal blocks electromagnetic waves very well.
If that doesn't work, see if he can move the wireless unit closer to where the PS3 is.
