Border patrols job is to keep people out, not welcome them in.
Part of the problem, is that when you deal with people all day you really don't feel like putting up with crap like this. I'm not saying the guy was right for using force, but when you pull up to the booth, you better be on your best behavior cause I wouldn't want to piss them off and get detained for a few hours.
