Obviously if someone says they didn't like the game, it did not meet expectations.
The fact is, most of the world had expectations for this game. I would take any bad review as meaning it did not meet expectations, and that it won't meet expectations for most consumers.

Bet with disolitude: Left4Dead will have a higher Metacritic rating than Project Origin, 3 months after the second game's release. (hasn't been 3 months but it looks like I won :-p )
