The NES SW market was over 220m on only 19m systems per Nintendo's shipment data. That means the average store in Japan bought 11.6 games per NES.
Even DS probably needs to reach a hardware base of 35m to 40m in Japan to reach that kind of total (220m+).
People are difficult to govern because they have too much knowledge.
